Background

The Animal Nursing and Technology Board (ANTECH) was established by the Council of the New Zealand Veterinary Association (now Board), in the 1970’s in conjunction with the Animal Science Technology Association (ASTA), to provide national standards for technical training for persons working with animals. Training was provided by various Polytechnics and Technical Institutes. National examiners and appropriate certification for those persons successfully completing the requirements were provided by ANTECH.

Initially students included those working as veterinary nurses, laboratory animal technicians and zookeepers.

In 1996 ANTECH entered into a Memorandum of Understanding with the New Zealand Qualifications Authority (NZQA) to become the standard implementation body for the Animal Care and Handling Industry.

The New Zealand Veterinary Association (NZVA), the New Zealand Veterinary Nursing Association (NZVNA) and the ANTECH Board saw considerable advantages in embracing the principles of the National Qualifications Framework provided through the NZQA. The NZQA framework provides nationally recognised and transportable qualifications, able to be built on by students step by step through workplace and competency based assessment and provider accreditation.

Further, through setting standards for the Animal Care and Handling Industry, all parties saw significant opportunity to enhance animal health and welfare in New Zealand. 1996 thus became last year in which providers enrolled students for the one and two year ANTECH courses. The requirements for a national examiner, setting and marking examinations ceased at the end of 1998.

Functions of the ANTECH Board

The Board provides, co-ordinates, develops, maintains, implements and/or reviews:

  • The Animal Care and Handling Unit Standards and qualifications under the National Qualifications Framework.

  • Effective and efficient accreditation in moderation systems in accordance with the ANTECH Board’s Accreditation and Moderation Action Plan (AMAP)

  • An effective and efficient provider of re-accreditation systems

  • Promotion of Qualifications to the various industries serviced in the animal care and handling sub field.

  • Practical help and support to occupational groups and training.

  • Board membership

Board membership includes the following:

  • A Chairperson nominated by and reporting to the NZVA Board

  • A Deputy Chairperson appointed from within the Board

  • One member appointed by the NZVA Board to be the Register

  • Two members with voting rights appointed by the Council of the NZ Veterinary Nursing Association

  • The CEO of the NZVA as ex officio member of the Board

  • One member is a provider course co-ordinator

All other industry sector organisations provide two further Board members.
